The Hylton Performing Arts Center is pleased to announce the Hylton at Home Community Arts Spotlight, a new initiative which will showcase extraordinary artistic talent within the Prince William County cultural community. Four artists or ensembles will be featured in digital presentations as part of Hylton at Home, the Hylton Center’s digital programming platform, which has received over 200,000 views from around the world! Applications are due on January 22, 2021 and winners will be announced the week of February 18, 2021.
Scope of Work
The chosen Community Arts Spotlight ensembles will each be invited to present 30 minutes of material, which will be filmed in a Hylton Center venue, and streamed via the Hylton Center’s Facebook and YouTube pages. The Hylton Center will work with each artist to determine if the presentation will be live-streamed, or recorded for distribution at a later date. The Hylton Center will provide all production personnel necessary for the broadcast of the performance, as well as marketing and promotional support.
Digital presentations should be comprised of engaging artistic content that reflects the ensemble’s mission. Proposals for both performing and visual arts are encouraged. In addition to traditional performances, applicants could also present educational content or lecture-demonstrations.
The four performances will be premiered in Spring 2021 on Hylton at Home distribution channels, including Facebook and YouTube. Featured artists will receive a copy of the finished video, including any live edits, as well as the raw footage for their own non-commercial use.
Broadcasts for the digital presentations are currently scheduled for March, April, May, and June 2021 and Hylton Center staff will work with each artist to determine the exact date.

Applications are open to all members of the Prince William County Arts Council and those who join by the application deadline of January 22nd, 2021 (See pwcartscouncil.org)

Applications are due by January 22nd at 11:59pm EST and should be emailed to Stevie Seltman at sseltman@gmu.edu.
- Applicants should fill out the attached application form, including hyperlinks to work samples embedded within the document if necessary. Only electronic submissions will be accepted and the maximum file size is 20 MB.

Selection Process and Criteria
- The applications will be reviewed by a programming committee made up of Hylton Center community members with final decisions made by the Director of Programming and Executive Director.
- Project proposals will be evaluated with the following criteria in mind:
- Artistic Excellence
- Based on the work samples, does the applicant exhibit strong creative and technical skills, related to their discipline?
- Based on the project summary, does the project:
- exhibit a strong artistic vision
- embody original and creative thinking
- Impact on the artist’s growth
- Based on the project summary, would receiving this opportunity advance the applicants’ artistic growth in a significant way?
- Feasibility of completion
- Given current COVID restrictions, what is the likelihood that the applicant(s) will be able to complete the project, on time and on budget?
- Does the applicant(s) have a track record of successfully producing work? If not, is this the right opportunity to support this next step in their career?
- Artistic Excellence
Special Considerations:
- COVID Guidelines
- Participants are required to follow all George Mason University COVID rules during the recording. These guidelines are subject to change depending on public health instructions from state and local governments, but currently include:
- All personnel must be physically distanced unless they are from the same household, including performers on stage. Current guidelines require 6 feet in each direction.
- All personnel must wear masks, except while performing.
- There is a maximum number of personnel (including performers and staff) in any space at one time. Current maximum number is 20 people.
- Anyone coming to the Hylton Center must complete an online Mason COVID Health Check the morning before they arrive, and any subsequent days.
- The Hylton Center will work with each group to determine the safest way to record your material during the advance process.
- Participants are required to follow all George Mason University COVID rules during the recording. These guidelines are subject to change depending on public health instructions from state and local governments, but currently include:
- Each group will be allowed approximately 8 hours on stage, to include set up, rehearsal, filming, and break down. The filming will include live editing with limited post-production, primarily for titles and credits.
- All artists are responsible for securing any necessary licenses for copyrighted work included in digital presentation.
- Collaborations between two artists or organizations are allowed, but one individual or entity should submit the application.
